An offshore drilling ban has been in place since George HW Bush was president. His son, current president George W. Bush is going to lift that executive ban, today. Bush will explain his reason for lifting the ban in a Rose Garden statement. However, this ban will not do a thing if Congress doesn't act, too.

Former President Bush signed the executive order in 1990, and Congress also imposed an offshore drillling ban.

Many of Democrats in Congress and a from Republican Congress men and women--from coastal states are against lifting the ban, along with many past presidents--George HW Bush and Bill Clinton. They are more concerned with protecting state beaches and tourism.

The president hopes to ease market tensions, as well as boost supply. Offshore drilling could bring about 18 million barrels of oil over a period of time, and it would take pressure off prices. Bush would also like to open the Artctic National Wildlife Refuge for drilling, lift restrictions on oil shale leasing in Green River Basin in Colorado, Utah and Wyoming, and expand oil refining capacity.
